Prevention of habitat degredation and fragmentation can be achieved through regulatory and nonregulatory methods. 

Regulatory methods would be mainly updating conservation documentation. Reviewing critical area ordinances, zoning updates, proposals to annex or expand urban growth areas, and other pertinent plans is extremely important in maintaining conservation and also identifying problem areas in which improvement can be made. Also periodic evaluation ensures correct protection of shrub-steppe areas.

The nonregulatory methods include using incentives for farmland owners. Programs where farmlands containing shrub-steppe are able to receive financial assistance to preserve parts of their land can be implemented to protect important shrub-steppe habitat. One such program is the Farmland Preservation Grant, which purchases development rights to preserve working farms while protecting wildlife habitat. 

The most effective approach would be to implement a strategy combining both regulatory and nonregulatory measures.

I observably noticed that there is more work to be done that I am sure you aware of which are the key components to the project.
